President Barack Obama will address the nation after Labor Day on jobs and the economy. Yahoo! Contributors asked Americans what they'd like to hear from him. Below are some responses.
[Your Voice: What worries do you have about politics, jobs and the economy? Sign up to contribute.]
In early September, President Barack Obama will reveal his plan to create jobs as many small-business owners continue to be concerned about the future of their companies. Here is what some of them said they hope to hear from the president in his speech.
"I'm not sure anyone can do anything right now except wait out a bad economy. If I could get Obama to do one thing it would be to help small-business owners with getting better loans. It takes money to make money, and it's really hard for a business owner with not-so-great personal credit to make a name for themselves, credit-wise, to make expansions so they can then earn a better credit name for themselves. To be fair, I don't think anyone, not just Obama, really could of done too much with how bad it was when he went into office." -- Jessica Merrifield, owner and operator of The Real Witches (a locally well known and highly reputable psychic reading and spell casting company) in Carson City, Nev.
"The most important thing he can do would be to stop subsidizing Big Agriculture and give those subsidies to small-scale farmers. We are just trying to feed our local communities and to be able to make a living doing it. By allowing Monsanto to continue to poison our food we are hurting everyone in the process." -- Linda Harriman, owner and operator of Sunny Sally Farms in Oakdale, Calif.
"Ending the red tape that it takes to obtain organic certification for a small farm is one of my biggest concerns. Right now, the process serves large-scale operations much more than small ones. Before I undertook the effort to create a small, profitable farm for our community, I had no idea how much red tape and brick walls I would hit along the way." -- Paul Houghton, owner of The Laughing Lady Farm in Eugene, Ore.
"Give tax breaks to the small businesses, and not the wealthy corporations. Small businesses are the back bone of our economy and our communities. Enable us to hire more people and get our local citizens back to work one." -- Robert Moore, owner of Mushrooms and Moore in Carpenterville, Ore.
"Provide more tax incentives for going green. There has been some effort in that already, but I think that is one of the biggest ways he can help. We need to build our economy back up with projects that are sustainable in the long term. Help people to build homes and buildings that are more environmentally friendly and not only will we have more jobs, but a better future. We need more jobs that will not be sent overseas. They need to be here at home, where American citizens can get back to work and have hope for the future again." -- Leah Robinns, owner and manager of a small natural clothing store in Santa Cruz, Calif.
"I spend so much time doing paperwork in order to comply with all of the government regulations in my small business that it takes away from the time I could be marketing and promoting or doing other much more productive things. Helping small businesses by reducing the red tape and regulations would be a big help." -- Michele Harvey, owner of Harvey's Helping Hands in Cleveland, Tenn.
"My biggest issue and concern is taxes. Not just the amount of money that small businesses have to pay, although that is certainly a factor. It is the complexity of the tax code and the time and effort it takes just to try and figure it out and comply. Simplifying the tax code as well as keeping taxes on small businesses to a minimum is key." -- Joy Anderson, co-owner of Anderson and Miller, a small financial consulting business, in Fresno, Calif.
"Make money available to help people create small businesses and put more people in their own communities back to work. It is almost impossible to get a loan and start up a business now. With so many people unable to find work, if they were able to start their own profitable business it would not only take one more person out of the unemployment line, it would have a domino effect by creating more jobs as the business grows." -- Erin England, owner of England's Resumes and More in Longmont, Colo.

There are many different things you can do which will increase the success of your online business. The goal of this article will be to help you find a way to improve your business as it sits right now. My personal expertise is search engine optimization so the majority of this article will be making sure you have a corelation between what you sale and what you are attempting to rank your website or blog for. Online business has three main properties to it the first being creation which is when you set up your website or blog, next is internet marketing and this consists of everything from social networking to ranking your presence at the top of the major search engines, finally there is monetization which is when you earn money from the traffic you get to your website. Some of the common monetization methods include ppc publising, affiliate marketing, and product creation/selling.
The first thing when creating an online business or running an online business is understanding what the web traffic coming to your website wants. To get this understanding you much keep track of where and how the traffic is coming to your website. This is why online business owners install a website counter. The two top counters which will help evaluate the incoming traffic sources include statcounter.com and Google Analytics which you will find in your Google Account Settings. Both of these two will allow you to tell exactly what is bringing in the traffic. One of the most important incoming sources to check is keywords. These websites will let you know what keywords searching for to find your website. Make sure you check to see what position you are at for these keywords and if you are not number one start building links to reach the top.
The final topic I would like to discuss is testing and utilizing monetization techniques when trying to become a successful online business professional. Many think you throw Google Adsense up and begin making thousands, but this is rarely the case. A much more usual circumstance is barely making anything with adsense and having to test many different monetization techniques. One of the monetization techniques which I use is the affiliate programs on paid surveys websites. These are extremely easy to market because people sign up and make money for free. Some other websites that are worth testing out if you are trying to make money from your traffic are amazon and clickbank. These two websites have many different affiliate products in every niche imaginable.
You must remember that if you decide to open and run an online business it is important to be ready for years of work. No one makes it online overnight it is a long and tedious process. The main thing you should worry about in the first year is learning everything you can about online business especially internet marketing.

ScienceDaily (Aug. 27, 2011) ? NASA's Cassini spacecraft captured new views of Saturn's oddly shaped moon Hyperion during its encounter with a cratered body on Thursday, Aug. 25. Raw images were acquired as the spacecraft flew past the moon at a distance of about 15,500 miles (25,000 kilometers), making this the second closest encounter.
Hyperion is a small moon -- just 168 miles (270 kilometers) across. It has an irregular shape and surface appearance, and it rotates chaotically as it tumbles along in orbit. This odd rotation prevented scientists from predicting exactly what terrain the spacecraft's cameras would image during this flyby.
However, this flyby's closeness has likely allowed Cassini's cameras to map new territory. At the very least, it will help scientists improve color measurements of the moon. It will also help them determine how the moon's brightness changes as lighting and viewing conditions change, which can provide insight into the texture of the surface. The color measurements provide additional information about different materials on the moon's deeply pitted surface.
The latest raw images of Hyperion are online at: http://saturn.jpl.nasa.gov/photos/raw/ .
Cassini's closest encounter with Hyperion was on September 26, 2005, when the spacecraft flew approximately 310 miles (500 kilometers) above the moon's surface. Cassini's next flyby of Hyperion will be on Sept. 16, 2011, when it passes the tumbling moon at a distance of about 36,000 miles (58,000 kilometers).
The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. The Jet Propulsion Laboratory, a division of the California Institute of Technology in Pasadena, manages the mission for NASA's Science Mission Directorate, Washington. The Cassini orbiter and its two onboard cameras were designed, developed and assembled at JPL. The imaging operations center is based at the Space Science Institute in Boulder, Colo.

JEFFERSON CITY, Mo.?? A new Missouri law prohibiting teachers from having private online conversations with students suffered a double setback Friday. First, a judge blocked it from taking effect because of free speech concerns. Then the governor called for its repeal.
The law limiting teacher-student conversations through social networking sites such as Facebook had been scheduled to take effect Sunday. But Cole County Circuit Judge Jon Beetem issued a preliminary injunction blocking it until at least February, saying the restrictions "would have a chilling effect" on free speech rights.
A couple of hours later, Gov. Jay Nixon said he would ask lawmakers to repeal the restrictions during a previously scheduled special session that starts Sept. 6. Nixon's request goes even further than the judge's order, which was confined to private conversations on non-work-related websites. The governor also wants lawmakers to reverse new restrictions on work-related websites and abolish a requirement for schools to develop written policies by January on teacher-student communications.
Nixon, who signed the legislation last month, said Friday that the provisions about online communication are "causing substantial confusion and concern among teachers, students and families" and thus should be stricken.
"In a digital world, we must recognize that social media can be an important tool for teaching and learning," said Nixon, a Democrat.
Republican state Sen. Jane Cunningham, who sponsored the measure, said she already has been working with education groups on a potential compromise that would repeal the existing law and replace it with a less-specific requirement for local school districts to develop policies about teacher-student communications. Cunningham said it's important to make the change as soon as possible.
"There's no reason for us to punt on this thing and let it continue to simmer and draw attention from all over the world," said Cunningham, who represents a suburban St. Louis district.
The Missouri law would have barred teachers from using websites that give "exclusive access" to current students or former students who are 18 or younger. That would have meant that communication through Facebook or other social networking sites had to be done in public, rather than through private messages.
The limits on Internet communications were included in a broader education bill passed earlier this year with the overwhelming support of the Legislature and various schools groups, including the Missouri State Teachers Association, which later filed suit over the social networking provisions.
One of its main provisions, which was not challenged, requires schools to share information with other districts about teachers who have sexually abused students and allows lawsuits in cases where districts fail to disclose such information and teachers later abuse someone else. Nixon said he still supports those provisions and is not asking for them to be repealed.
A public backlash began to build against the social networking provisions over the summer, as some teachers preparing for the new school year began complaining that the law could hamper both their classroom activities and school-related conversations that occur after-hours.
"This particular issue took a national tone, and we started to hear from teachers not just in Missouri but from throughout the United States," said Todd Fuller, a spokesman for the Missouri State Teachers Association.
One third-grade teacher, for example, feared the law could prevent her class from communicating with one in Australia through a closed website. Others raised concerns about virtual classrooms in which students communicate with direct messages, Fuller said.
In its lawsuit, the teachers association said websites such as Facebook and Twitter have become a common part of modern interaction between teachers and students and argued that restricting them would violate the First Amendment of the U.S. Constitution.
The judge said the teachers' lawsuit had a good likelihood of success. His order noted that social networking sites are used extensively by teachers and that the law would have restricted online communications even between family members in which teachers are parents.
"The breadth of the prohibition is staggering," Beetem wrote in his order, which blocks the law until Feb. 20 so that a hearing on a permanent injunction can be held.
The judge's order specifically assures teachers that they cannot be disciplined for engaging in private online communications with students while the injunction is in effect ? even if it is later overturned.
The attorney general's office, which defended the law in court, declined to comment Friday.
Fuller said that if lawmakers repeal the law, then the group's lawsuit would become moot. "But until that happens we wouldn't drop the suit," he added.

LOS ANGELES (TheWrap.com) ? In March of 2009, when the Annenberg Space for Photography opened in Century City in Los Angeles, the most remarked-upon guest at the gala was David LaChapelle's date, Courtney Love.
I thought of Love during an unveiling of images late last week at the Annenberg -- all taken over the last two decades by Motley Crue bassist Nikki Sixx -- when he put up a photo of a homeless woman holding a sign reading, "I'm Not A Bad Girl, I Just Made Bad Decisions."
Anyone wondering about the wisdom of the Annenberg's decision to feature the art of Sixx was happily surprised. Not only was his camera work fascinating and its variety a bit dazzling, but the rocker's world view as he answered questions from moderator Kristine McKenna and the audience was quite compelling.
Sixx, 51, said he'd been fascinated by the medium since the late '80s, but his interest didn't truly flower until around the time he got sober in 2001, after a long series of addictions, including a near-death by overdose, chronicled in his book "The Heroin Diaries."
"I'm very passionate about what I wrap my hands around," Sixx said. "The recovery wants me to engage; the addiction made me disengage."
What recovery gives one, he added, is that "it allows your heart to soften."
He noted that the subjects of his images range all over because "my life isn't consistent. My life is chaotic. Rock 'n' roll is chaos."
Sixx -- who also has a new book and album out, both titled "This Is Gonna Hurt" -- alluded not just to his sobriety but to his struggle to show his individuality growing up, starting with a rough upbringing that included a "sorta" homeless delinquent stage.
"I was a gnarly little kid, a fighter," he told the crowd. "I try to hold on to that edge.
"If you're Bill Gates," he added, individuality "is okay -- in the beginning he was (called) a whack job."
His pictures, many of them in brooding black-and-white -- like a delicate study of a wet street in Prague at 3 a.m. -- were often grabbed on the run as he toured. He's asked for a portrait of many a prostitute in the world's capitals, but a certain gentleness emerges in the shots of the homeless -- or even of a shy hotel maid who said she was too ugly to photograph.
"I said, 'I'm gonna take a picture and show you you're beautiful.'"
The resulting image did just that.
"I'm an emotional terrortist," Sixx said. "If I see you have pain, I'm gonna pull it out of you."
Sixx's appearance was part of the Annenberg's "Iris Nights" lecture series and is linked to the gallery's "Beauty Culture" exhibit, which runs through November 27.

ScienceDaily (Aug. 24, 2011) ? Research published by two teams of Army scientists and collaborators has identified a cellular protein that plays a critical role in Ebola virus infection. The findings, published online in separate studies in the journal Nature, suggest a possible strategy for combating one of the world's most deadly viruses.
Ebola causes hemorrhagic fever with case fatality rates as high as 90 percent in humans. The virus is of concern both as a global public health threat and as a potential agent of biological terrorism. Currently there are no available vaccines or therapies to combat the disease. In addition, much is still unknown about the exact mechanism by which Ebola virus invades cells and causes infection.
In one Nature study, scientists from USAMRIID, Albert Einstein College of Medicine, the Whitehead Institute for Biomedical Research, and Harvard Medical School searched for proteins that Ebola virus might use to enter cells. One such cellular protein, known as Niemann-Pick C1 (NPC1), stood out: The team found that if cells don't make NPC1, they cannot be infected by Ebola virus.
According to the authors, the NPC1 protein is embedded within cell membranes, where it helps transport cholesterol within the cell. However, the absence of NPC1 due to gene mutations causes a rare degenerative disorder called Niemann-Pick disease, in which cells become clogged with cholesterol and eventually die.
To confirm the group's finding that NPC1 is crucial for Ebola virus infection, John M. Dye, Ph.D. and colleagues at USAMRIID used mice that were partially deficient in NPC1 expression, challenging the animals with lethal doses of Ebola virus. Remarkably, most of the mice survived the challenge. Other studies using cells from people with Niemann-Pick disease found that those cells also were resistant to Ebola virus infection. In addition, the researchers showed that treating cells with a compound that blocks NPC1 function inhibited infection.
In the second Nature article on this topic, another team of USAMRIID scientists, working with investigators from Brigham and Women's Hospital and Harvard Medical School, independently arrived at the same conclusion -- that Ebola virus needs NPC1 to enter the cell and cause infection.
The BWH group used a robotic method developed by Harvard's National Small Molecule Screening Laboratory to screen tens of thousands of compounds for activity against Ebola virus. They identified a novel small molecule that inhibits Ebola virus entry into cells by more than 99 percent.
Next, USAMRIID investigators Lisa Hensley, Ph.D. and Claire Marie Filone, Ph.D. verified that the newly identified inhibitor, or compound, blocked cell-to-cell transmission of Ebola virus. Using the inhibitor as a probe to investigate the pathway of infection, they found that the target of the inhibitor is NPC1 -- the same cell protein described by the other research team. The findings suggest that small molecules that target NPC1 and inhibit Ebola virus infection have the potential to be developed into antiviral drugs.
"The fact that two groups identified the same protein, using two different experimental approaches, is significant," Dr. Dye commented. "This independent corroboration greatly increases our confidence in the findings."
Dr. Hensley said both studies represent the first step in a promising line of research that could make it possible for scientists to design therapeutics that impede the ability of the Ebola virus to infect and spread.
Both projects received funding support from the Defense Threat Reduction Agency (DTRA).
The work completed at USAMRIID using authentic Ebola virus was critical for validating the role of NPC1 in Ebola virus infection. This research can only be conducted in maximum containment Biosafety Level 4, or BSL-4, laboratories, where investigators wear positive-pressure suits and breathe filtered air as they work.
USAMRIID, located at Fort Detrick, Maryland, is the only Department of Defense laboratory with BSL-4 capability. The Institute is the lead military medical research laboratory for DTRA's Joint Science and Technology Office for Chemical and Biological Defense, and plays a key role in national defense and in infectious disease research.

How to use money stockpiles to produce Wealth and Profit on the stockpile promote
A penny stock is clear as any stock that is trading for fewer than ten cashs. some investors put their own definition into place for penny stocks, such as any stock rated below three dolalrs.
Others deem a confirmed penny stock to be a stock merit fewer than one cash that?s trading off of a main stock swap. again, it all depends on who you ask because officially, it doesn?t concern if the stock is on a main swap because the important feature is the rate of the stock, not where it?s being traded.
If you liked the first section of this article, stay tuned because we have more to follow in the next section!
money stocks sometimes go by different names. Day traders and investors use that time interchangeably with times such as nano, micro, and small caps. money stocks come from companies with a small equal of capitalizations, which means the equal rate of their business stock
You can invest in penny stocks with a small first investment, but you typically have fewer information to go by when it comes to evaluating the business. with a better business that has stocks trading at more than a cash, you?re able to access hearsay filed with the SEC to conduct a examine before you invest.
But even while penny stocks don?t allow you that luxury, it?s a way to get in the ground level of investing with an up-and-approach business that has limitfewer probable. You may have to do more labor to do your training on penny stock companies, but it can pay off in your investments.
If you find a penny stock that you?d like to deem, you want to test to see if the business has made their fiscal hearsay untaken to the shared. Don?t just take somebody?s word for it that a certain penny stock is merit investing in.
If you find something strange, such as the auditors retreat?t licensed a business?s fiscal statements, then you should be alert about trading in that stock. Another red identify is if the auditors have affirmed that the business may not have enough money to keep working.
With penny stock investing, there are no tiniest values they have to rally for their listings, while they?re done on the OTCBB (OTC dispatch live) and the Pink Sheets.
Where does chance play a feature in penny stock investing? while the price to trade penny stocks is relatively low, the chance is a bit senior because you don?t have a way to see the chronicle of the business or the stocks and how it features into your investment plan.
When we learn, we continue on a path of growth. Therefore, learning about this subject has already helped you more than you know.

Do you switch out linen for cashmere or wool when fall rolls around? Do you avoid white shoes like the plague after Labor Day? Why not keep your nail polish season-appropriate too?
Refinery29?s Fall Nail-Polish Guide is a great resource for seasonal colors. Per their guide, and my own ideas, here are a couple of polishes that will help the transition from summer to autumn and winter a little softer:
Earthy greens bring the feeling of spring foliage during the barren winter months. Those splurging on a bottle of polish should look to Butter London 3 Free Nail Polish in Wallis ($14, Amazon.com), a glam olive-gold color, while those looking for a cheap fix will enjoy the more wallet-friendly Rags to Riches by Rimmel London Lasting Finish Pro ($3.99, Ulta), a mossy metallic green with silver rather than gold undertones. If you don?t want shimmer, Deborah Lippmann also offers the deep green forest-in-a-bottle Billionaire ($16, Neiman Marcus).
Burgundy is the essential deep red for the colder months. For your burgundy polish fix, try Essie nail polish in Carry On, a delicious purplish-brown with wine undertones ($8, Beauty.com). The wittily-named Stop Whining is a shimmery maroon very close to the Essie hue, from the fall nail polish line of Allure 2009 Top Innovator Sonia Kashuk ($4.99, Target).
Blue is not just for summer! Carry this Summer 2011 trend into fall and winter with deeper hues of nail polish. The subtle and sophisticated Sephora by OPI Nail Colour in My Personal Serpent looks nearly black in the shade, but in the sun transforms, chameleon-like, into a dark blue cream with gray/black undertones ($9.50, Sephora). Or try Dior Vernis in Blue Denim, a cheerful blue cream with a purple base that adds a casual touch to your look ($22, Nordstrom). Dior Vernis Blue Tie Collection in Tuxedo is a shimmery deep blue that looks as satiny as a ball gown ($21, Bloomindales).

WASHINGTON?? Our world is a much wilder place than it looks.
A new study estimates that Earth has almost 8.8 million species, but we've only discovered about a quarter of them. And some of yet-to-be-seen ones could be in our own backyards, scientists say.
So far, only 1.9 million species have been found. Recent discoveries have been small and weird: a psychedelic frogfish, a lizard the size of a dime and even a blind hairy mini-lobster at the bottom of the ocean.
"We are really fairly ignorant of the complexity and colorfulness of this amazing planet," said the study's co-author, Boris Worm, a biology professor at Canada's Dalhousie University. "We need to expose more people to those wonders. It really makes you feel differently about this place we inhabit."
Most popular
While some scientists and others may question why we need to know the number of species, others say it is important.
There are potential benefits from these undiscovered species, which need to be found before they disappear from the planet, said famed Harvard biologist Edward O. Wilson, who was not part of this study. Some of modern medicine comes from unusual plants and animals.
"We won't know the benefits to humanity (from these species), which potentially are enormous," the Pulitzer Prize-winning Wilson said. "If we're going to advance medical science, we need to know what's in the environment."
Biologists have long known that there's more to Earth than it seems, estimating the number of species to be somewhere between 3 million and 100 million. Figuring out how much is difficult.
Estimated number: Nearly 8.8 million
Worm and Camilo Mora of the University of Hawaii used complex mathematical models and the pace of discoveries of not only species, but of higher classifications such as family to come up with their estimate.

Science editor Alan Boyle's Weblog: You don't have to turn your brain off for summer vacation. Here are 10 books that take you to exotic corners of the scientific world.
Their study, published Tuesday in the online journal PLoS Biology, a publication of the Public Library of Science, estimated the number of species at nearly 8.8 million.
Of those species, 6.5 million would be on land and 2.2 million in the ocean, which is a priority for the scientists doing the work since they are part of the Census of Marine Life, an international group of scientists trying to record all the life in the ocean.
The research estimates that animals rule with 7.8 million species, followed by fungi with 611,000 and plants with just shy of 300,000 species.
While some new species like the strange mini-lobster are in exotic places such as undersea vents, "many of these species that remain to be discovered can be found literally in our own backyards," Mora said.
Number could be low
Outside scientists, such as Wilson and preeminent conservation biologist Stuart Pimm of Duke University, praised the study, although some said even the 8.8 million number may be too low.
The study said it could be off by about 1.3 million species, with the number somewhere between 7.5 million and 10.1 million. But evolutionary biologist Blair Hedges of Penn State University said he thinks the study is not good enough to be even that exact and could be wrong by millions.
Hedges knows firsthand about small species.
He found the world's smallest lizard, a half-inch long Caribbean gecko, while crawling on his hands and knees among dead leaves in the Dominican Republic in 2001. And three years ago in Barbados, he found the world's shortest snake, the 4-inch Caribbean threadsnake that lays "a single, very long egg."
The study's authors point to other species as evidence of the growing rate of discovery: the 6-inch blind, hairy lobster-type species found in 2005 by a submarine looking at hydrothermal vents near where the Pacific meets Antarctica and a brilliant-colored frogfish found by divers in Indonesia in 2008.
Of the 1.9 million species found thus far, only about 1.2 million have been listed in the fledgling online Encyclopedia of Life, a massive international effort to chronicle every species that involves biologists, including Wilson.
If the 8.8 million estimate is correct, "those are brutal numbers," said Encyclopedia of Life executive director Erick Mata. "We could spend the next 400 or 500 years trying to document the species that actually inhabit our planet."

Source: By Roddie Burris, The State, Columbia, S.C.) ? Mortgage rates have been hitting all-time lows in recent weeks, making it cheaper than ever to borrow money for a house.
That hasn?t sparked a run on real estate in an economy that can?t seem to find its way back to recovery. But it does have Midlands? homeowners rushing to refinance ? either to save money on their monthly payments or to shave years off their loans.
David Hyatt, senior vice president of Midland Mortgage Corp., said he has seen business triple in the past month as rates have dipped as low at 4.15 percent for a 30-year, fixed-rate mortgage and 3.6 percent for a 15-year, fixed-rate mortgage, a popular refinancing option.
Today?s news video
?We?re pretty busy right now,? said Hyatt. ?Many of our clients are coming in and saying they never thought they?d be refinancing again. But the rates are so low.?
Despite the ultra-low rates, the rush to refinance likely will be tempered because rates have been low for several years, said Bob Graybill, owner of Gulfstream Mortgage Corp. in Forest Acres. Rates dipped to about 4.25 percent for a 30-year mortgage two years ago, spurring many homeowners to lock in low rates then.
?At that point, you had more people out there in the market who had higher rates and were more primed to refinance,? Graybill said. ?Now, it?s probably not quite as crazy because people have lower rates in general.?
Still, Graybill said he has seen his business double in recent weeks as rates have fallen.
Homeowners should have plenty of opportunities ? through the end of next year ? to refinance or lock in a low rate on a new home. The Federal Reserve recently announced plans to hold its interest rates at practically zero through 2013 in a bid to help jump-start the stalled U.S. economy.
A homeowner who bought a house even five or six years ago likely can save money now by refinancing, industry professionals said.
?If you can cut your mortgage rate by 1.5 (percentage points by refinancing), it would probably do you good,? Hyatt said. ?If you can cut your rate by 2 (percentage points), it?s a no-brainer.?
While some have complained of tight credit, loans are available, the experts say.
Interest rates will vary for each consumer, based on an array of factors. Some lenders are willing to go even lower than the going rates if buyers are willing to ?buy down? points with upfront fees.
Credit scores also are a factor. Consumers in most cases must have a 620 credit score or better to qualify to refinance, but those with excellent credit will get the best rates. And consumers who are refinancing must have equity in the house and pay an upfront cost for the transaction, industry experts said.
The ultra-low rates have many homeowners abandoning 30-year mortgages, opting instead for a 10-year or 15-year mortgage contract.
A fixed-rate mortgage for 15 years goes for about 3.6 percent, but reports say aggressive quotes can go as low as 3.3 percent.
By going to the shorter-term mortgage at the lower rates, customers cut the remaining time on their loans, cut the interest they must pay, and if they?re lucky, end up paying roughly the same amount for their monthly note.
A homeowner who bought a home five years ago for $150,000 with a 6 percent, 30-year, fixed-rate mortgage would be making monthly payments of $900, Hyatt said. Refinancing into a 15-year loan at 3.5 percent would add about $170 to the monthly payment but would shave more than a decade of payments off the loan. That same homeowner could save $185 a month by opting for another 30-year mortgage, Hyatt said.
?It is absolutely an environment where (refinancing) makes sense,? Graybill said.

I am the founder of LoanSafe.org, LoanWorkout.org and CEO of MoeSeo Inc. My work has been featured in the New York Times, LA Times, Fox Business and many other media publications. My goal is to help people with my websites and restore hope through the internet. I was born and raised in Southern California and currently reside in Temecula, California with my wife and five children. The U.S. Food and Drug Administration today approved Zelboraf (vemurafenib), a drug to treat patients with late-stage (metastatic) or unresectable (cannot be removed by surgery) melanoma, the most dangerous type of skin cancer.
Zelboraf is specifically indicated for the treatment of patients with melanoma whose tumors express a gene mutation called BRAF V600E. The drug has not been studied in patients whose melanoma tests negative for that mutation by an FDA approved diagnostic.
Zelboraf is being approved with a first-of-a-kind test called the cobas 4800 BRAF V600 Mutation Test, a companion diagnostic that will help determine if a patient?s melanoma cells have the BRAF V600E mutation.
The BRAF protein is normally involved in regulating cell growth, but is mutated in about half of the patients with late-stage melanomas. Zelboraf is a BRAF inhibitor that is able to block the function of the V600E-mutated BRAF protein.
?This has been an important year for patients with late-stage melanoma. Zelboraf is the second new cancer drug approved that demonstrates an improvement in overall survival,? said Richard Pazdur, M.D., director of the Office of Oncology Drug Products in the FDA?s Center for Drug Evaluation and Research. ?In March, we approved Yervoy (ipilimumab), another new treatment for late-stage melanoma that also showed patients live longer after receiving the drug.?
Zelboraf was reviewed under the FDA?s priority review program that provides for an expedited six-month review of drugs that may offer major advances in treatment or that provide a treatment when no adequate therapy exists. Zelboraf and the companion BRAF V600E test are being approved ahead of the drug?s Oct. 28, 2011 goal date and the companion diagnostics? Nov. 12, 2011 goal date.
Zelboraf?s safety and effectiveness were established in a single international trial of 675 patients with late-stage melanoma with the BRAF V600E mutation who had not received prior therapy. Patients were assigned to receive either Zelboraf or dacarbazine, another anti-cancer therapy. The trial was designed to measure overall survival (the length of time between start of treatment and death of a patient).
The median survival (the length of time a patient lives after treatment) of patients receiving Zelboraf has not been reached (77 percent still living) while the median survival for those who received dacarbazine was 8 months (64 percent still living).
?Today?s approval of Zelboraf and the cobas test is a great example of how companion diagnostics can be developed and used to ensure patients are exposed to highly effective, more personalized therapies in a safe manner,? said Alberto Gutierrez, Ph.D., director of the Office of In Vitro Diagnostic Device Evaluation and Safety in the FDA?s Center for Devices and Radiological Health.
The FDA?s approval of the cobas 4800 BRAF V600 Mutation Test was based on data from the clinical study that also evaluated the safety and effectiveness of Zelboraf. Samples of a patient?s melanoma tissue were collected to test for the mutation.
The most common side effects reported in patients receiving Zelboraf included joint pain, rash, hair loss, fatigue, nausea, and skin sensitivity when exposed to the sun. About 26 percent of patients developed a skin-related cancer called cutaneous squamous cell carcinoma, which was managed with surgery. Patients treated with Zelboraf should avoid sun exposure.
Zelboraf is being approved with a Medication Guide to inform health care professionals and patients of Zelboraf?s potential risks.
In July 2011, the FDA issued a new draft guidance to facilitate the development and review of companion diagnostics. The guidance, currently available for public comment, is intended to provide companies with guidance on the agency?s policy for reviewing a companion diagnostic and the corresponding drug therapy.
Melanoma is the leading cause of death from skin disease. The National Cancer Institute estimated that 68,130 new cases of melanoma were diagnosed in the United States during 2010; about 8,700 people died from the disease.
Zelboraf is marketed by South San Francisco based-Genentech, a member of the Roche Group. The cobas 4800 BRAF V600 Mutation Test is manufactured by Roche Molecular Systems in Pleasanton, Calif.
