Guatemala genocide accused held
Relatives of victims of Guatemala's civil war try to identify exhumed remains Guatemalan authorities have arrested a former armed forces chief accused of joining in massacres during the nation's civil war nearly 30 years ago.
Retired general Hector Mario Lopez Fuentes, 81, was detained in the capital, Guatemala City, on Friday.
Human rights groups have accused him of participating in genocide and crimes against humanity during the military government of Efrain Rios Montt.
It is not clear how Mr Lopez Fuentes is likely to plead to the charges.
Guatemala's office of public prosecutions said he was accused of being the intellectual author behind the killings of more than 300 indigenous Maya civilians from the Ixil region in 1982 and 1983.
It is the latest high-profile arrest linked to alleged crimes committed during the country's 36-year civil war.
More than 200,000 people were killed or disappeared during the conflict, the vast majority at the hands of the security forces.
The security forces at the time said they targeted left-wing guerrillas during counter-insurgency operations.

China invites Sudan leader accused of war crimes (AP)
BEIJING ? China says Sudanese President Omar al-Bashir will visit the country in a little over a week, despite the fact he's wanted by an international court on war crimes charges.
Foreign Ministry spokesman Hong Lei said Thursday that al-Bashir is making the June 27-30 visit at the invitation of Chinese President Hu Jintao. Hong said al-Bashir will meet with Hu and other Chinese leaders and that talks would seek to promote peace in Sudan.
The International Criminal Court has issued arrest warrants for al-Bashir for allegedly orchestrating atrocities in the African nation's Darfur region. However, China is not a member of the ICC and in 2008 expressed concerns that the court's indictment of al-Bashir could cause further instability in the region.
The Sudanese leader rejects the charges and the Netherlands-based court, which has no police force and relies on member states to execute its orders and warrants.
Amnesty International said Friday that the Chinese government should withdraw its invitation to al-Bashir and arrest him if he travels to Beijing.
"If China welcomes Omar Al-Bashir, it will become a safe haven for alleged perpetrators of genocide", said Amnesty's Deputy Asia Pacific Director Catherine Baber. "China should not allow Omar Al-Bashir to enter its territory and must arrest him if he turns up."
Al-Bashir previously has traveled without arrest to several friendly nations, including ICC treaty signatories Chad and Kenya.
Al-Bashir had been among several African leaders scheduled to attend a forum in Malaysia beginning Sunday, but he pulled out after rights group Amnesty International called on Malaysia to uninvite or arrest him. Al-Bashir's foreign minister said he had other engagements.
The announcement in Beijing comes as a U.N. report says violence near the already tense internal border between north and south Sudan is increasing, with dozens of people reported killed in attacks in South Kordofan.
The area is part of Arab and Muslim-dominated northern Sudan, but many who live there are black Africans who support the Christian and animist south. Southern Sudan will declare independence from the north on July 9, the culmination of a 2005 peace deal.
"China would like to play a positive role in promoting Sudan's peace and reconciliation, boosting the implementation of the Comprehensive Peace Agreement and safeguarding regional peace and stability," Hong said in a regular briefing.
Sudan is China's third-largest trading partner in Africa, Hong said.
U.S. State Department spokeswoman Victoria Nuland said China makes its own decisions about who to invite for visits. She said Beijing should reaffirm to Bashir the importance of stopping the violence and getting back to the peace agreement.
"We just they hope they use the opportunity of having him in town to make strong points to him about the future of his country and the importance of peace," she told a news conference in Washington.
China is uniquely positioned to exert influence over the conflict between north and south Sudan, given its efforts to maintain friendly ties with the southern region to protect Chinese oil investments while remaining a key political ally of Sudan's government in the north.
China's energy needs make the country deeply vested in Sudan's future. Sudan is sub-Saharan Africa's third-largest oil producer, producing 490,000 barrels of oil a day last year ? two-thirds of it to China.

Are you an "airhead?" Is your head always in the clouds? I don't mean that in a derogatory way; I mean do you love airplanes? Are you fascinated with flight? For all things aircraft, come to the Kalamazoo Air Zoo.
For almost two decades, my husband and I and our children satisfied our quest for flight with the Muskegon County Air Fair. We saw the Blue Angels, the Harrier jet (that lifts straight off the ground), and flybys from Russian MiGs. The B-2 Spirit Bomber (aka the "Stealth Bomber") made a ritual flyby, too. It would sneak up from nowhere and scream by, breaking the sound barrier.
My daughter loved Robosaurus, a huge fire-breathing, car-crushing robotic creature. Then there was Les Shockley's Shockwave, a semi truck cab with triple jet engines. It can drive 2,000 mph.
We watched the "meatballs" (Japanese Zeros) attack in "Tora, Tora, Tora" a recreation of the bombing on Pearl Harbor.
The Heritage flight featured World War II Mustangs flying cheek to jowl with an F-16 Fighting Falcon. We've watched races between German, Canadian and American fighter jets. We've enjoyed concerts from the back of a Hercules C-4 cargo carrier. We've climbed around in a B-17 Flying Fortress (like the "Memphis Belle) and talked with pilots from around the globe.
Muskegon's 23-year venue closed after the 2006 show. We've enjoyed happy memories, but long lines, extreme heat and water available for purchase only dimmed some of the charm. So had the drinking bashes in VIP seating. It's hard to explain to your child why a man touring a M.A.S.H. unit is stumbling over her, reeking of alcohol at 10:30 a.m.
The Kalamazoo Air Zoo is an ideal substitute. It's family-friendly. It's cheaper, only $8 admission or $15 for admission plus unlimited ride pass. There's also a $29 annual unlimited ride pass available. With the cost of fuel, utilities and upkeep, I'm surprised that they can afford to keep admission prices so low.
Unlike air shows and air fairs, where you had to buy only over-priced vendor food (no coolers allowed), visitors have a much wider selection at the Air Zoo. They can also come and go. At some air fairs, you have to park miles away and ride a shuttle bus in. You wait in line for hours to leave.
The Air Zoo is all about children. It's very interactive. Instead of sitting in a lawn chair, saying "ooh-ah", families get to touch, experience and do. There's a huge airplane museum, educational events, Mission to Mars and Corsair Challenge flight simulations, bi-plane rides, Montgolfier balloon races, a Ferris wheel, a paratrooper bungee jump and several 3-D movie events.
There are Air Zoo day and overnight camp opportunities, educational activities, field trips, birthday party events, Super Science Saturdays, SkySpace Club and dozens of seasonal events throughout the year. There are all kinds of hands-on make-it-take-it flight science crafts and activities. When you leave, kids will be given handouts and extension activities to try at home.
The Air Zoo is located at 6151 Portage Rd., in Portage, Michigan (a Kalamazoo suburb), in the Kalamazoo-Battle Creek International Airport complex. It's open from 9 a.m. to 5 p.m. Monday to Saturday and noon to 5 p.m. on Sundays. The Air Zoo is a great place to get your fill of air show thrill.

I?m watching the Olympics tonight and they keep showing figure skating even though it doesn?t even remotely resemble a sport. I thought the Olympics was supposed to be a sports competition, not a dancing program watched by a bunch of stupid females. How exactly is figure skating considered a sport, let alone a sport worthy of inclusion in the Olympics?

Recent Florida investigations reveal consumers should be very careful about which companies they buy travel insurance from, as state law requires such companies to be registered and licensed with the state.
Florida Chief Financial Officer Jeff Atwater?s office recently announced that the Department of Financial Services has reached an agreement with at least one statewide travel agency to reimburse nearly $90,000 to victims. A department investigation found that the company sold unauthorized travel insurance offered by a third-party company to consumers from 2006 to 2008. Nearly two dozen of the victims were from Broward and Palm Beach counties, said Alexis Lambert, a spokesperson for Atwater?s office.
Twenty agencies sold polices on behalf of Colorado-based Prime Travel Protection Services, Inc.? which was never licensed in Florida to sell insurance, authorities say.

China restricts lending as inflation hits 5.5% (AFP)
BEIJING (AFP) ? China said on Tuesday that its politically sensitive inflation rate hit its highest level in nearly three years in May, prompting Beijing to order banks to increase the amount of money they keep in reserve.
China has been battling to contain inflation, which jumped to 5.5 percent year-on-year in May -- far above the official annual target of 4.0 percent -- as food prices soared on power shortages and crippling droughts in some areas.
It was the highest rate since July 2008, when the index rose 6.3 percent.
Asian stock markets jumped on relief the closely-watched data met forecasts, as many nations in the region rely heavily on the world's second-biggest economy to help drive their own growth.
The People's Bank of China said after the data release that it would increase the reserve requirement ratio by 50 basis points, effectively limiting the amount of money banks can lend, in the latest move to tame consumer costs.
The move will come into effect on June 20, the central bank said in a statement.
The data fuelled expectations for even further monetary tightening in the coming weeks as authorities -- anxious about inflation's potential to spark social unrest -- try to stem a flood of credit in the economy.
China's economy is "still facing significant inflationary pressures" and must implement measures to contain prices, National Bureau of Statistics spokesman Sheng Laiyun told a news conference.
Royal Bank of Canada senior strategist Brian Jackson told AFP there were "no surprises" in the reserve ratio increase and it would likely be followed by an interest rate hike before the end of June -- the fifth since October.
"We expect price pressures will ease later in the year, but in the very near-term, headline measures of inflation are above Beijing's comfort level," Jackson said in an earlier research note.
"This suggests that more rate hikes are likely over the next few months ... we also expect Beijing will tolerate further gains in the yuan against the dollar as part of its efforts to curb inflation."
Beijing has allowed the yuan to strengthen more than five percent against the greenback since vowing a year ago to let it trade more freely, following intense international pressure for a stronger currency.
Bank of America-Merrill Lynch economist Lu Ting said the move to increase the reserve ratio to 21.5 percent for big banks and 19.5 percent for small lenders showed Beijing had "no plan to ease its monetary policy stance any time soon."
Investors reacted positively to the inflation data, with Shanghai closing 1.10 percent higher at 2,730.04 -- before the tightening was announced -- as a number of analysts said the figures showed China was not heading for a hard landing.
Tokyo jumped 1.05 percent, Seoul gained 1.37 percent and Sydney climbed 0.50 percent.
Output from the country's thousands of workshops and factories rose 13.3 percent from a year earlier in May, slightly slower than the 13.4 percent in April amid electricity shortages and a government clampdown on bank lending.
Fixed-asset investment for the January-May period rose 25.8 percent on year, up from 25.4 percent in the first four months of the year.
Retail sales rose 16.9 percent year-on-year in May.
Apart from industrial output, there were other signs the Asian powerhouse slowed in May -- year-on-year auto sales fell for the second straight month, new loans dropped more than expected and manufacturing activity lost steam.
Some experts are concerned that authorities may have gone too far in trying to slow the economy, which grew a blistering 9.7 percent in the first quarter, and the tightening measures could trigger a hard landing.
Beyond the interest rate hikes, Beijing has repeatedly raised the reserve ratio to stem credit growth, as it did on Tuesday.
But Lu said "a hard landing is a low-probability event" and the robust fixed-asset investment figure may ease concerns about a "coming collapse" in China.
While Jackson said the data showed "growth is moderating in response to recent policy measures" but there was "little to suggest that Beijing needs to worry about a hard landing in coming months".
Inflation, which has been hovering above five percent for months, has already triggered bouts of unrest around the country.
In April, Shanghai truck drivers went on strike over high fuel costs while a group of high school students in southwestern China in November smashed windows and overturned tables after their canteen hiked prices.

Protocols on Nuke Free Zones in Africa, Pacific Sent to Senate
With little fanfare, the White House last month transmitted the protocols of two treaties on nuclear weapons free zones in the South Pacific and Africa to the U.S. Senate for ratification.? The Protocols generally commit the signatories ?not to use or threaten to use a nuclear explosive device? against any other party to the Treaty.
Protocols 1, 2, and 3 to the South Pacific Nuclear Free Zone Treaty (pdf) had been signed by the United States in 1996, but were not submitted for Senate ratification until now.
Likewise, Protocols I and II to the African Nuclear-Weapon-Free Zone Treaty (pdf) were signed by the U.S. in 1996, but never ratified.
In each case, President Obama wrote in his transmittal letters on May 2, 2011 that ?I am convinced that it is in the best interest of the United States to ratify [the Protocols].? This step will strengthen our relations with our? friends and allies and enhance U.S. security by furthering our global nonproliferation and arms control objectives.?
Entry into force of the Protocols ?would require no changes in U.S. law, policy, or practice,? the President wrote.
The Protocol packages transmitted to the Senate provide detailed accounts of the history of each agreement, along with an explanation of the Protocols? provisions.? The Senate has not yet taken action to consider ratification of the Protocols.

In?an effort to find solutions for the painful, ongoing recession, Maine?s governor and some national politicians are seeking to run government by the methods of for-profit businesses.
This raises an interesting issue, because the values and purposes inherent in government and the private sector are different, yet both entities contribute to the overall health and wealth of a state or nation. Actually there are three sectors: ?Private, public, and nonprofit.
The methods of private enterprise have traditionally been really good at one thing: maximizing the wealth of the owners. Fortunately, the means to this end usually require identifying, developing and satisfying customers. The incentives inherent in this system drive businesspeople to serve customer needs for a profit while minimizing owners? risks. Thus, fear and greed are motivators and mankind the beneficiary ? or losers, as with the recent mortgage debacle ? as society?s needs are addressed in the pursuit of profit. Many point out with pride that the capitalist system drives human progress. With capitalism, the energy comes from one faction: the owners.
Government, on the other hand, has a messy problem: multiple constituencies and conflicting goals.
While business is focused by fear and greed, government is forced to muddle through with compromises and trade-offs that often leave few satisfied and many bewildered. Worse, sometimes government is called upon to limit the excesses or oversights of capitalism through regulation or incentives ? taxes, subsidies, etc. Since government, forced to do business through compromises and trade-offs, often does a muddling job of ?adjusting? capitalism, this gives rise to accusations that an ineffective system ? government ? is impeding the action of an effective one ? private enterprise. And, governments change with elections, sometimes creating disruption as different solutions from a new government are instituted to solve problems. But government by the people is at least good at reflecting the collective compromises of the people, at the moment. The energy of government comes from a compact of collective compromise.
Like private enterprise, nonprofits can also be highly focused. However, instead of generating wealth, the focus is typically on solving a problem or meeting a need that is not served by the private or public sectors. In other words, nonprofits fill the gaps left by the other two sectors, in proportion to peoples? passions about the various issues. Causes from arts to zoos have their advocates.
Interestingly, Maine has a relatively large nonprofit sector compared to other states. This is partly because of the weakness of Maine?s private sector, but it also might reflect something special about the values of Mainers. In any case, the energy and funding of nonprofits comes from peoples? commitment to a mission.
Each sector?s methods have shortcomings. Private enterprise typically makes the assumption that a dollar in the future is not as valuable as a dollar in the present, so the math and metrics of business planning often give short shrift to long-term consequences. Government ? that is, the compromises of the people ? is often driven by values that don?t relate to economic reality. For example, I wrote earlier explaining why Maine?s health insurance regulations, while well-intended, were broken and needed to be fixed. Another example would be Maine?s support of state universities in lightly populated areas. And the nonprofit sector is often driven by issues of the heart which lack economic support. There is an infinite queue of worthy causes begging for limited philanthropic resources, and supporters back those causes most important to them.
The values and methods of the three sectors work together to contribute in different ways to the overall health and wealth of a state or nation. What happens when the values and assumptions of one sector are applied to another? This is the topic of my next column. In short, good things may happen if the sectors learn from each other, but harm could result from ideological extremes.
