World Bank cancels $1.2 billion Bangladesh loan

(AP) ? The World Bank has canceled a $1.2 billion loan for construction of a bridge in Bangladesh, saying it has credible evidence of corruption involving a Canadian engineering company.

The global lending agency said it did not receive a satisfactory response from the Bangladesh government after it raised the issue of corruption last year.

It said in a statement Friday that it has evidence pointing to "a high-level corruption conspiracy" among Bangladesh government officials, executives of Canadian engineering and construction giant SNC-Lavalin, and private individuals in connection with the planned 6.5-kilometer (4-mile) Padma Multipurpose Bridge Project.

Bangladesh Communications Minister Obaidul Quader called the World Bank's decision regrettable because the government's Anti-Corruption Commission was still investigating the allegations.

"Such a decision is unfortunate before the investigation is complete," he told reporters Saturday.

The bank said it earlier sent a team to Dhaka to explain its position and receive the government's response.

"The response has been unsatisfactory," it said.

The bank "cannot, should not, and will not turn a blind eye to evidence of corruption," it said.

Montreal-based SNC-Lavalin, one of the world's largest engineering and construction companies, has acknowledged making improper payments to agents to win contracts on two projects. An internal probe resulted in the resignation of its CEO and two other senior executives. The company's headquarters was searched by Canadian national police in April.

Bangladesh has been rated one of the world's most corrupt nations by Berlin-based Transparency International.

The World Bank loan, signed In April last year, was part of a funding package for construction of the $2.9 billion bridge, slated to be the country's longest.

Funding also was expected from the Asian Development Bank, the Japan International Cooperation Agency and the Islamic Development Bank.

The World Bank first brought the corruption allegations in October last year.

We both follow conservative religions, although not so closely as we like others to believe, said the diplomat, delicately cutting into a plate of enchiladas at a Tex-Mex joint in Washington. Like Texans, we love our guns. We have very traditional beliefs about marriage and the role of women in society. We love barbecued meat. We distrust government, and hate paying taxes. We?re not as different as you might think.

As intriguing as this Pashtuns-are-Texans theory is, it is clear that the differences between the United States (which includes Texas, for the time being) and Pakistan (which includes many ethnic Pashtuns, for the time being) have become vast. US military airstrikes, aimed at Islamist militants but also killing civilians and even Pakistani soldiers, have turned many Pakistanis against what they see as a ?great Satan.? Pakistani tolerance of, and even support for, Islamist militant groups on Pakistani soil has pushed many US military commanders to conclude that Pakistan is, in effect, more an enemy than an ally. According to Christine Fair in this week?s Foreign Policy magazine, some are contemplating a new approach: either containment, or benign neglect.

At present, Pakistan no longer allows the US military or the NATO alliance to use its ports or roads to resupply NATO troops based in Afghanistan. And with US elections approaching, and Pakistan?s government increasingly fragile, it is hard to see how the two countries can bridge the gap.

Pakistani public opinion has turned sharply against the United States, with a recent Pew Research poll showing that 74 percent regard America to be an enemy, up from 69 percent in 2011, and 64 percent three years ago.

Recent headlines indicate that things are not getting better, but rather worse.

* In her?Foreign Policy piece, Ms. Fair suggests that US military are close to giving up on its tactical alliance with Pakistan. As Fair writes, Pakistan is in such a state of crisis, it couldn?t change course even if it wanted to do so.

Pakistan is in crisis. Its courts act on whim rather than jurisprudence. Its political parties are vast pools of corrupt patronage networks that aggregate elite interests while disregarding the interests of Pakistan's struggling masses. Neither elected politicians nor military rulers have had the political courage to right the nation's fiscal woes by enforcing income tax or imposing industrial and agricultural taxes on the ruling elites and their networks of influence. While the army has retrenched from a direct role in politics, it has done so likely because it has no other option: Pakistan's military suffered a mighty humiliation after the bin Laden raid, which left many citizens wondering whether their country is a failed state, a rogue state, or both.

Wikileaks' Assange vows to defy British extradition

Julian Assange has defied a British police order to turn himself in Friday for extradition to Sweden and will remain holed up in Ecuador's embassy, a spokeswoman for the WikiLeaks founder said.

Assange, who has applied for asylum in Ecuador, was served notice on Thursday to surrender himself to a central London police station, but decided not to comply.

"Julian will remain in the embassy under the protection of the Ecuadorian government," Susan Benn of the Julian Assange Defence Fund told reporters outside the embassy in central London.

"Yesterday, Mr Assange was served with a letter from the Metropolitan Police Service requesting that he surrender himself to Belgravia police station at 11:30 this morning.

"Mr Assange has been advised that he should decline to comply with the police request.

"This should not be considered any sign of disrespect.

"Under both international and domestic UK law, asylum assessments take priority over extradition claims.

"The issues faced by Mr Assange are serious. His life and liberty, and the life and liberty of his organisation and and those associated with it, are at stake."

Benn said Assange was in "good spirits".

The embassy is a flat in a mansion block in the plush Knightsbridge district of central London, across the street from the famous Harrods emporium.

A dozen or so demonstrators stood outside holding placards reading "Free Assange". The building railings are covered in posters supporting him. A couple of police officers are stationed outside the block.

Jim Curran, secretary of the Civil Rights International group, said he had been demonstrating there most days since Assange sought refuge.

"I am opposed to all political extradition and I believe that is what Assange's case is," he told AFP.

"He has placed himself in a position where he has no other option but to seek asylum. Now that he has taken that course I think that Ecuador should grant him it."

He faces allegations in Sweden of sexual assault and rape against two former female volunteers at his WikiLeaks anti-secrecy website and was arrested on an extradition warrant in December 2010.

He was bailed and embarked on a marathon round of court battles, but finally exhausted all his options under British law earlier this month when the Supreme Court overturned his appeal against extradition.

Following the end of his legal challenges, he was given until Thursday to make a final appeal to the European Court of Human Rights, at which point extradition procedures in Britain could commence.

Assange says he fears that from Sweden he will be extradited to the United States to face possible espionage charges, having released more than 250,000 US diplomatic cables on WikiLeaks.

He sought refuge at Ecuador's embassy in London on June 19, asking for political asylum.

He has therefore breached his bail conditions -- which state he must be at a given address between 10:00 pm and 8:00 am -- and is liable for arrest.

A Scotland Yard spokesman said officers "served a surrender notice" upon him Thursday, which required him to go to Belgravia police station.

"This is standard practice in extradition cases and is the first step in the removal process.

"He remains in breach of his bail conditions. Failing to surrender would be a further breach of conditions and he is liable to arrest."

However, while he remains in the embassy, he is beyond the reach of British authorities.

In a statement Thursday, the embassy said Britain's Foreign Office had written to them reaffirming their commitment to "promoting excellent bilateral relations" between the two countries.

"The government of Ecuador will continue to foster good relations with the UK government whilst assessing Mr Assange's application for asylum," it added.

Breast Cancer Patient Confirms Consuming Breast Milk to Cure ...

With the pursuit of fighting with breast cancer, a lady in Melbourne has turned to breast milk. One day, she approached her doctors at John Flynn Private Hospital and the Mater Hospital and asked the doctors if she can consume breast milk.

The doctors didn?t find any issue with the idea and gave her a green signal. Since then, she has been consuming breast milk donated by anonymous donor. She believes that breast milk is improving the quality of life.

The breast cancer victim, Jenny Jones, is 62- years -old. The news of being affected with multiple myeloma was shocking for her and for her family. Breast milk caries certain nutrition which boosts the immune system of babies.

Jenny Jones was aware of the universal truth and therefore opted for daily consumption of breast cancer. She said that after consuming breast milk for a month, her cancer level has gone down.

Besides having breast milk, she has also been taking oral chemotherapy pills. Further studies would be conducted to know whether or not breast milk is helpful in treating cancer. However, it is difficult to gauge which treatment has improved the health of Jenny.

Yet for small businesses looking for features not typically found in routers?such as dual WAN ports for failover and load-balancing, robust VPN deployment, and other business-class features?the Vigor 2920n delivers.

Specs
The Draytek Vigor 2920n Dual-WAN Security Router is a rather large router and is rack-mountable (through purchase of an optional mount kit). Since the device is designed to be deployed in server racks and rooms, the WAN and LAN ports are on the front panel.

There are four Gigabit Ethernet ports and, as mentioned, two Gigabit WAN ports. The router also has one USB port for external drive and printer sharing, as well as 10 LEDs that display not only activity of the WAN ports but Denial-of-Service activity, QoS, VPN, and CSM (Content Security Management) activity. Some organizations may find it handy to tell at a glance if services like VPN are enabled and running OK; the Vigor2920n displays as a solid green light when they are.

The router ships with three attachable antennas, but, based on my range testing of the default configuration, I would upgrade to high-gain antennas for larger coverage areas.
The Vigor 2920n runs quiet and cool, even after a few days of uptime, and it's sturdy enough to have all ports connected with cables the device remain in place on a surface.

Setup and Features
There's a lot happening with this router. It's highly-configurable with a firewall, URL, and Web content filtering, WDS (Wireless Distribution System) support, supports for VLANs and more advanced capabilities such as port mirroring.

A native VPN server supports up to 32 simultaneous VPN tunnels (IPSec, PPTP and L2TP). The device also supports 3G/LTE cellular modems and WiMAX.

The Vigor 2920n's sophisticated diagnostics include a Smart Monitor traffic analyzer. The router also has security provisions against DoS attacks and other threats.

Set up involved connecting the router to a WAN connection and using a computer with DHCP enabled to access the Web-based management interface. I had to manually configure the WAN settings for the router to pick up Internet access.

The Vigor 2920n's interface, while meaty and filled with screens and features, timed out on me several times while I was working in it. I also found configuring content filtering somewhat tedious, although it's very detailed and based on setting up individual "object profiles." For instance, if you want to block certain keywords or URLs, you have to set individual profiles for those objects and then configure filtering. Some configuration options, such as content filtering, seem to be unnecessarily complicated to set up in the interface.

Performance
Throughput performance for Draytek's router in Mixed mode was average, and surprisingly, in 802.11n mode, slightly below average. I did find, however, that the Vigor 2920n sustained throughput relatively well at greater distances from the router. Here is throughput at both Mixed and 802.11-n only modes, compared to other single-band routers:

Draytek's Vigor 2920n is a high-end networking device designed for businesses looking for a router that can do business-centric tasks. (AP) ? The maker of the BlackBerry is running out of time.

Research In Motion Ltd.'s stock fell to a nine-year low Friday, a day after the Canadian company said phones running its upcoming BlackBerry 10 operating system won't be available until after the holiday shopping season.

Sales of the once-pioneering BlackBerry phones, which now look ancient next to the latest iPhones and Android devices, fell 41 percent in the latest quarter and likely won't pick up again until new phones come out.

By then, it might be too late. When the new BlackBerrys go on sale in the first three months of 2013 ? assuming there won't be yet-another delay ? people will have even more choices:

? This fall, Apple Inc. is expected to release a new iPhone with an improved Siri virtual assistant. It promises a new mapping service that sports voice navigation.

? Samsung and other phone makers are continually selling new models that run Google's Android operating software. The next version of Android, expected in mid-July, will have improved search and photo sharing.

? Phones running a revamped version of Microsoft's Windows system are also coming this fall.

BlackBerrys were once a staple in corporate environments because of their reputation for security and reliability. People pulled them out to check email in restaurants, living rooms and vacation homes such that they became known as "CrackBerrys." When he became president, Barack Obama refused to part with his BlackBerry despite worries about complying with public-record laws.

But BlackBerrys lost their cachet when iPhones came along and demonstrated that smartphones could be good for more than email. People could now watch movies, play games, read books and update their Facebook statuses easily. Outside software programmers started spewing out apps to extend the devices' functionality and popularity.

RIM portrays BlackBerry 10 as its way of catching up. It promises the multimedia, Internet browsing and apps experience that customers now demand.

RIM unveiled it last October, long after BlackBerrys began to slip in stature. Analysts had hoped to see BlackBerry 10 phones by early 2012, but RIM said in December that they won't be available until late in the year because they needed a chipset that wasn't available yet. Now, RIM said the phones won't be out until 2013.

With yet another delay, BlackBerry loyalists may not be willing to wait longer. Already, the BlackBerry's U.S. market share has plummeted from 41 percent in 2007 to less than 4 percent in the first three months of 2012, according to research firm IDC.

"The possibility of a comeback is rapidly diminishing," analyst Steven Li at Raymond James said in a research note. He added that the delay also could discourage outside software developers from writing BlackBerry 10 apps that rival the thousands available for iPhones and Android devices.

Sterne Agee analyst Shaw Wu said RIM's main concern should be "more about staying alive. We believe the company needs to be careful with its cash or risk facing bankruptcy."

The company has hired J.P. Morgan and RBC Capital Markets to help evaluate various recovery plans, including opportunities to partner with other companies and license software. The company has said it's not actively looking to sell itself, but it wants to be prepared.

Most analysts have started looking at RIM not as a company with a future but as a collection of parts that could be split up and sold separately to the highest bidder. RIM's portfolio of patents is particularly valuable in a climate where Apple and other phone makers are suing each other over the originality of phone designs and techniques.

RIM disclosed the BlackBerry 10 delay after the market closed Thursday as part of its quarterly earnings report. RIM's stock fell $1.74, or 19 percent, to close Friday at $7.39. That's the lowest price since September 2003. RIM did not return messages for comment Friday.

RIM's revenue fell 43 percent to $2.8 billion in the latest quarter, which ended June 2. Besides selling fewer phones, RIM tended to sell less-profitable models and had to offer discounts in the U.S. to stem consumer defections. RIM also had a higher proportion of subscribers on lower-cost plans, meaning less revenue from email, messaging and other services offered through those devices.

Gross profit margin in the quarter was 28 percent, compared with 44 percent a year ago and 33 percent in the previous quarter. To make up for that, RIM is looking to cut $1 billion in expenses this year, which will include a 30 percent reduction in its workforce.

During a conference call with analysts Thursday, RIM CEO Thorsten Heins said the company is expecting the next several quarters to be "very challenging."

Analysts at Nomura Securities said management appears to be pushing price cuts as a way to keep people buying BlackBerrys until the new system "comes in to save the day in 2013." But that strategy, he said, is one that "has a very low likelihood of success and that will most likely drive RIM into irrelevance."

?My motivation is from being born and raised in the ?hood (East New York area of Brooklyn),? Seeing that made me realize that I didn?t want to be a statistic. I always wanted more for myself. I also have parents who are still happily married who taught us the game, so I guess I am passing along what I learned.?

Smalls acknowledges that although her book was the move that launched it all, her role on Chili?s show made the difference.

?After I got the role as the relationship adviser on the show, my writing career went through the roof, and I received a healthy book deal with a huge publishing company, HarperCollins. As far as popularity from the show in general, it has definitely made me a household name,? she said. I was still living in my hometown when the first season came out, and I had to move. People were following me home asking me to find them a man. It was crazy, but I love the love people have shown me since the show. It allowed me to meet many great people, and for that alone, I am thankful.?

In addition to all of her newest ventures, Smalls has also published a new book, ?Men Love Abuse: The Guide to Losing the Nice Girl Image & Getting the Man You Want.?

?My latest book is off the chain! I can?t even lie to you. It is funny, endearing, and most of all honest. It is a book that lets women know that the less you sweat or stress a man, the better off you will be when it comes down to this thing called love,? she said to Black Enterprise.

?I come from a friend perspective, so I believe that helps people embrace the advice more.?

It?s no surprise that Smalls days are fully packed, she notes that she wakes from late nights to check emails, eight social media pages, proofread her work, check on the boutique and in between all of the work, she makes sure she finds time to take care of her fianc?. Despite all of the stress from business ventures and her full days, Smalls says she loves what she does, especially inspiring women looking for successful relationships.

?I love to encourage and empower women because I am a woman, and one day I will have a daughter, and it will be my job as her mother to teach her what she should and shouldn?t accept from a man or in life. I take that role as a love coach very serious,? she said. ?I?d like to say I am the queen of self-esteem because if you have self-esteem, everything else will work out for you personally and professionally. You have to believe in yourself first.

House moving ahead with plans for contempt vote

WASHINGTON (AP) ? The Obama administration and House Republicans refused to find a middle ground in a dispute over documents related to a botched gun-tracking operation, and the GOP plunged ahead with plans for precedent-setting votes Thursday to hold Attorney General Eric Holder in civil and criminal contempt of Congress.

The votes are expected hours after the Supreme Court will capture the nation's attention with its ruling on the legality of President Barack Obama's health care law. Even without that diversion, the contempt issue throws both parties temporarily off-track in their efforts to focus on the economy in an election year.

There's little question that Republicans will get the votes they need, not only from their own majority but from Democrats aligned with the National Rifle Association ? which has said it's keeping score. The NRA has said it believes the administration was using the flawed Operation Fast and Furious to make the case for more gun control.

Rep. John Dingell, D-Mich., the longest serving House member and normally an NRA supporter, said Wednesday he would not back the contempt resolutions but instead wants the Oversight and Government Reform Committee to conduct a more thorough investigation.

The criminal contempt resolution would send the matter to the U.S. attorney for the District of Columbia, who is under Holder. The civil contempt resolution would allow the House to go to court in an effort to force Holder to turn over documents the Oversight committee wants. In past cases, courts have been reluctant to settle disputes between the executive and legislative branches of government.

The House is unlikely to get the documents anytime soon, because President Barack Obama has invoked a broad form of executive privilege, which protects from disclosure internal documents in executive branch agencies.

In nearly three hours of arguments before the House Rules Committee on Wednesday, Republicans and Democrats squared off with oft-repeated arguments that have turned a major constitutional issue into a political food fight.

Rep. Darrell Issa, R-Calif., and chairman of the Oversight panel, told the Rules Committee that the documents sought were essential to learn who in the administration produced a February, 2011 letter denying that Operation Fast and Furious allowed guns to "walk" from Arizona to Mexico. The Justice Department has already given Issa's committee 7,600 pages on the operation itself. The documents now sought covered a period after the operation was shut down.

Referring to Justice Department officials, he asked, "When did they know we were lied to and what did they do about it?" It took 10 months before the administration acknowledged the false information. Issa said he had no evidence that Holder knew of the gun-walking tactics.

Issa also said closure is needed for the family of a U.S. border agent, Brian Terry, who was killed in a firefight with Mexican bandits in 2010. Two guns from Fast and Furious were found at the scene.

The ranking Democrat on Issa's committee, Rep. Elijah Cummings of Maryland, countered, "Why are we rushing" toward the first-ever vote to hold a sitting attorney general in contempt? He said he was certain that the dispute could be worked out.

"It has all the trappings of a witch hunt," said Rep. Louise Slaughter of New York, the ranking Democrat on the Rules Committee. She also said, "I don't think there's any way we're doing justice to Brian Terry with what we're doing today."

White House spokesman Jay Carney said Wednesday that the public would view the vote as "political theater" and "gamesmanship."

Carney said the Justice Department and the White House on Tuesday had shown House Republicans a representative sample of the documents they were seeking. He said the administration's offer would have provided "unprecedented access" to internal communications about how it responded to congressional inquiries into the Fast and Furious program.

Ironically, the documents at the heart of the current argument are not directly related to the workings of Operation Fast and Furious, which allowed guns to "walk" from Arizona to Mexico in hopes they could be tracked. The department has given Issa 7,600 documents on the operation.

Rather, Issa wants internal communications from February 2011, when the administration denied knowledge of gun-walking, to the end of that year, when officials acknowledged the denial was erroneous. Those documents covered a period after Fast and Furious had been shut down.

In Fast and Furious, agents of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Arizona abandoned the agency's usual practice of intercepting all weapons they believed to be illicitly purchased. Instead, the goal of gun-walking was to track such weapons to high-level arms traffickers who long had eluded prosecution and to dismantle their networks.

Gun-walking long has been barred by Justice Department policy, but federal agents in Arizona experimented with it in at least two investigations during the George W. Bush administration before Fast and Furious. The agents in Arizona lost track of several hundred weapons in the operation.

Google Play hits 600,000 apps, 20 billion total installs

Google during its I/O keynote hit a symbolic milestone: it now has 600,000 apps in the Google Play Store. As well, the store is clearly hitting a brisk pace in adoption, with 1.5 billion downloads every month and 20 billion since Android began. That stacks up fairly well to Apple's own claims, although not universally: it's just short of the App Store's 650,000 apps, but Apple can still point to 30 billion total downloads. Google also hasn't said how many apps are explicitly tablet-friendly versus 225,000 iPad-oriented apps. Either way, Google can say that it has largely erased the app quantity deficit, and that's no mean feat.

Roberto Lovato: Supreme Court, Brewer and Obama Usher in Juan Crow Era

When she heard today's Supreme Court decision upholding the "reasonable suspicion" (a k a "papers, please") provisions of Arizona's SB-1070, immigrant rights activist Isabel Garcia saw the Arizonification of the nation. "We've been fighting local 'reasonable suspicion' laws here in Arizona for decades," said Garcia, a Pima County public defender and co-chair of Coalici?n de Derechos Humanos, an organization dedicated to defending immigrants and documenting immigrant deaths in the desert. "Here in Tucson 'reasonable suspicion' has proven a very weak and vague legal standard that is responsible for lots of family separations, enormous suffering--and death. Now, SB-1070 is going to haunt those of you in the rest of the country."

President Obama's allies in the immigrant rights movement view the Supreme Court decision to strike down three of the four provisions of SB-1070 as a reason to celebrate and to rally voters in the 2012 presidential race. Garcia does not. In fact, she and many immigration activists throughout the country view the Court's decision as a threat to the civil liberties of immigrants and non-immigrants alike. They fear how the decision makes "Juan Crow" the law of the land.

"The Supreme Court is making it possible for hundreds of thousands of police officers throughout the country to racially profile millions of people," Garcia stated during a phone interview. "We have not seen the potential for this scale of racial profiling and discrimination since Jim Crow."

The Court's decision comes amidst immigration wars between the GOP and the Democrats in which truth about immigration policy is the first casualty. Garcia notes with deep concern, for example, how SB-1070 and the "get tough" responses of both parties come at a time when immigration to the United States is at an all-time low. "Nobody's talking about how Jan Brewer and the Republicans pushed this law when crime and immigration at the border had dropped radically" said Garcia, adding, "And nobody is telling us that the Obama administration has 23,000 [Border Patrol] agents committed to Arizona and how they don't have much of a job to do in stopping migration flows because it's at historic lows."

Also lost in the reporting on the Supreme Court decision, says Garcia, is any sense of what she and others consider the central political fact about Arizona's racial profiling law: both Democrats and Republicans, both Barack Obama and Jan Brewer, made the 'papers, please' provisions of SB-1070 possible. In other words, both parties promoted, protected and enforced Arizona's and other local versions of Juan Crow.

Prior to Arizona's passage of SB-1070, the Obama administration continued and expanded George W. Bush-era immigration policies that were, until today, the most massive racial profiling programs to date. Known respectively as "287g" and "Secure Communities," these controversial federal programs force local law enforcement agencies and officials to collaborate with federal immigration officials. (Ironically, the Supreme Court decision comes on the same day the Obama administration formally announced the long-expected phasing out of 278g.) Federal provisions expanding Secure Communities into every jurisdiction in the country by 2013 mean that every local cop in the nation has or will become a de facto immigration officer.

Obama's decision to continue and expand these programs (previously, candidate Obama promised to abolish or fundamentally soften them) gave Arizona officials like Brewer and ?ber-Sheriff Joe Arpaio the green light to expand their anti-immigrant crusade. So in suing Arizona and in going to the Supreme Court, President Obama was essentially suing the very policies he could have ended by abolishing programs he promised to abolish when he was candidate Obama.

As with the racial profiling provisions of SB-1070, the racial profiling at the heart of 287g and SCOMM has been the subject of class-action law suits by the ACLU and others, who have documented widespread SB 1070-like racial profiling by Border Patrol agents, Immigration and Customs Enforcement officers and other federal authorities. Garcia and Derechos Humanos' decade-long fight against reasonable suspicion component of Tucson's Juan Crow laws has yielded similar findings, similar stories with grave consequences.

While President Obama was declaring that he was "pleased" that the Court struck down three provisions of the law and while Arizona Governor Jan Brewer was claiming "victory" on the reasonable suspicion provision, Isabel Garcia told me the story of Rene Torres.

"Rene Torres was an honorable man; he had five US citizen children; he paid his taxes; he lived in Arizona for many years--but he had no papers," she said."In the first months of the Obama administration, Rene was racially profiled by Tucson sheriffs, handed over to ICE and then deported. He then died in the desert when he tried to come back to be with his five children and his wife. He died because local laws allowed local sheriffs to racially profile him," said Garcia. "I fear that the Supreme Court has just made it easier for people across the country to suffer or even die like this. This is why we must continue to fight and defeat this racist law."
